Jerry Morales
Jerry Morales serves as Executive Director of Ezra Conzult, providing strategic leadership and advancing the firm's mission of strengthening communities through collaboration, trust, and purpose-driven engagement. With decades of experience in public education, pastoral ministry, and community leadership, he brings a relationship-centered approach to building partnerships and supporting sustainable community impact.
As Senior Pastor of Victory Outreach Santa Cruz, Jerry has worked alongside nonprofit organizations, public agencies, faith-based institutions, and community leaders to foster collaboration, develop leaders, and strengthen communities. Guided by his Christian faith, he is passionate about serving others, building trust, and helping organizations create meaningful, lasting change.

Atletli Morales
Atletli Morales serves as Project Manager at Ezra Conzult, where she oversees initiatives focused on nonprofit partnerships, community development, research, and strategic communications. She is passionate about creating organized systems, fostering collaboration, and ensuring projects move efficiently from planning through implementation.
A graduate of the University of Southern California and currently pursuing her Master of Social Work at the USC Suzanne Dworak-Peck School of Social Work, Atletli brings experience in project coordination, stakeholder engagement, event planning, and cross-cultural communication. Guided by her Christian faith, she is committed to building relationships, empowering communities, and supporting initiatives that create lasting, positive impact.
Project Manager
Jose Carmona serves as Strategic Advisor at Ezra Conzult, bringing more than 20 years of experience in government affairs, public policy, and advocacy. He has worked closely with regulatory agencies, state and federal policymakers, and diverse stakeholders to help organizations navigate complex public systems and advance strategic initiatives across California.
Throughout his career, Jose has advised clients on legislative and regulatory matters, stakeholder engagement, coalition-building, and public affairs. Known for translating complex policy challenges into practical solutions, he helps organizations build strong partnerships, navigate evolving policy landscapes, and achieve meaningful outcomes. His work is driven by collaboration, strategic insight, and a commitment to creating lasting community impact.
